Sub-partners Finance and Grants Administrator The Sub-partners Finance and Grants Administrator will be responsible for the management and administration of the Building Resilience pr o ject (BR) grants to achieve project objectives, working with partner organizations at all levels. This position will also be responsible for overseeing the budget management of BR and Civil Society Strengthening Activity ( CSSA ) project's subaward pool and ensuring accurate and timely disbursement and liquidation of subaward expenses. This will require close collaboration with the grants Manager and Pact HQ to ensure compliance with Pact and the guidelines of Pact and the donor. Will carry out field visits to the offices of the implementing partners, as necessary.
Essential Duties and Responsibilities Building Resilience:  He/she will provide overall leadership and supervision for all aspects related to Building Resilience Subaward/grant management to ensure compliance of implementing partners with the specifications and requirements of the Subaward. This will require close collaboration with Pact HQ to ensure compliance with Pact and the guidelines of the Pact Donor. Maintain consistent and complete files of documents generated throughout the subaward/grant process. Manage the full cycle of grant management activities from planning to selection, pre-award evaluation, site visits, supervision/compliance, possible modifications, reallocation of identified savings, and agreement closeout. S upp ort to the capacity building of sub-partners, in aspects related to finance and administration, by participating in diagnostic processes to identify needs and in the implementation of improvement plans. CSSA and BR: Ensure timely receipt of financial reports from local partners for both projects, verifying that they contain all the required supporting documentation and that reported expenses meet eligibility principles, allowable costs, allowable activities, approved budgets, donor regulations, and internal partner policies. Submit disbursement and settlement requests for sub-agreement expenses for timely authorization and processing. Develop and execute a plan for field visits to local partners in various locations to review high-risk areas of internal control and validate relevant supporting documentation of financial reports and execution. Issue reports with findings. Ensure required audits are completed within the corresponding periods. Accompany and support partners of both to address identified areas for improvement. Monitor partner budget management through the monthly execution report by budget line to ensure expenses are executed as budgeted monthly. Work in coordination with the program area and M&E to validate if reported expenses correspond to the activities carried out and achievement of established goals. Stay updated on new regulations and updates from the donor and Pact policies, supporting the organization in establishing and updating required policies and procedures. Assist in the timely training of Pact partners and staff to fully understand and comply with donor requirements for budget management and monthly expense reporting. Conduct periodic physical inventories of equipment held by partners and validate proper identification as USAID property. Monitor and validate monthly expense projections and cash flow of partners. Timely determine partners requiring annual audits and ensure completion and submission to USAID within corresponding dates and compliance with regulations. Work in coordination with the CSSA Grants and Contracts Manager to ensure the accuracy of the Cost Share report and documentation included in the financial report of partners. Perform other related duties as required by the supervisor. All other duties as assigned Education and Experience:  Master's degree and 6+ years relevant experience or equivalent combination of education and experience. Or Bachelor and 8+ years ' experience in a related field such as business administration, finance or accounting and financial management experience.
Additional Qualifications: Proven experience in Grants, Subawards, and accounting and financial management, with USAID funds. Experience in risk assessment assessing the responsibility and suitability of organizations to receive subsidies through the financial statements, audits and other documentation presented in a proposal or as supporting material in an award. Strong understanding of project budget management. Experience drafting and managing performance-based secondary subawards. Knowledge of the rules and regulations of USAID and funding agencies in relation to sub-awarding, purchasing, compliance and cost principles. Professional command, both oral and written, of the Spanish language is required, as well as functional English language. Work experience in USAID or NGOs. Working knowledge of USAID regulations, and other US Government rules, procurement, contracts, compliance, cost principles, and Policies and procedures. Ability to work quickly and accurately under time pressure and tight deadlines. Good negotiation and conflict resolution skills creatively and effectively. Willing to learn or adapt to new ideas and procedures. Preferred Qualifications: Experience overseeing and coordinating with international field offices preferred. Interested send cv to ******
