The Senior Technical Officer provides technical assistance to implementing partners at the local level, conducting field visits and participating in community activities. The role involves managing Technical Working Groups (TWGs), ensuring compliance with SOPs, and supporting the development of guides and tools for the OVC program. The officer helps design training curricula, facilitates webinars, and advocates for policies on gender-based violence and child protection. They collaborate with stakeholders to strengthen referral networks and services, assess partner capacities, and support data-driven decision-making. Additionally, they assist with budgeting, reporting, and program planning to ensure project goals are achieved effectively. Essential Duties and Responsibilities Provides technical support and accompanies the implementing partners activities in local level. Carry out field visits to the homes of the priority population, and to key stakeholders and/or counterparts and participate in training and community activities at the local level. Support the preparation of reports required by the donor and conduct secondary analyses to inform decision-making and program adaptations. Manages the Technical Working Groups – TWG. Ensuring adherence to standard operating procedures (SOPs) that define actions in various contexts, such as cases of gender-based violence, capacity-building services in the households, and service network management. Supports the Senior Technical Manager in the development of SOP's guides and job aids, publications that contribute to the technical and methodological assistance of the OVC program. Development of a curriculum for training activities and webinars and providing support to the Case Management and Social Engagement Manager in designing the logistics and facilitation of programmatic training activities and webinars. Advocates for policies and programs related to Gender-Based Violence, violence against children, community-led monitoring, and support programs for orphans and vulnerable children at the local, national, and international levels. Engages with stakeholders such as community leaders, government officials, and NGOs to build partnerships and support for Gender-Based Violence, community-led monitoring, and support programs for orphans and vulnerable children. Supports implementing partners to identify existing support services for beneficiary families in accordance with project objectives and facilitate the development and/or strengthening of an effective referral network and services. Develops and maintains strong, collaborative working relationships with implementing partners, government agencies, service providers, and other stakeholders to ensure achievement of project case management goals and objectives. Participates in assessing, strengthening, and monitoring the technical capacities of local partners related to family-centered case management and community-clinic linkages for HIV testing and psychosocial services. Collaborates with the Monitoring and Evaluation team and implementing partners to ensure the development and use of systems to collect, collate, analyze and use data related to case management to improve project performance and quality of services. Accompanies implementing partners in the development of project work plans, reports, success stories or other deliverables. Prepares improvement plans, programmatic reports by partner, meeting reports, all documentation for systematization of technical assistance. Budgets management, support in the execution and projections of the programmatic activities of the implementing partner's budget. All other duties as assigned related to the role. Education and Experience Master's degree and 6+ years relevant experience or equivalent combination of education and experience. Equivalent combination of education and experience, or bachelor's and 8 years of experience, in related field such as medicine, psychology, public health, community program, project management. Additional Qualifications Comprehensive knowledge of the health context and structural problems in the Dominican Republic among priority population desirable. Knowledge and experience in topics such as Gender-Based Violence, community-led monitoring, Support programs for orphans and vulnerable children. Knowledge and experience working with Standard Operating Procedures (SOP), guides, and job aids. Work experience in HIV programs and experience in gender equity issues, gender prevention approaches, and positive masculinity. Strong problem-solving, interpersonal, communication, presentation, organization and writing skills are required as are computer skills (Excel, Word, PowerPoint). Experience in program management and implementing community programs focused on the needs of children, adolescents, and underserved populations. Project management skills and experience, including planning, M&E and budget. Availability for trips to the implementation areas of the program, most of the time. Experience working with implementing partners. Writing and oral presentation skills in Spanish and English.
