Senior Gender-Based Violence (GBV) and Women's Economic Empowerment OfficerThe Senior Gender-Based Violence (GBV) and Women's Economic Empowerment Officer will specialize in improving women's economic empowerment as a strategic method for preventing GBV and helping women survivors to increase their resources and options for responding to GBV for a project in the Dominican Republic. The role involves improving women's economic empowerment to prevent GBV and support survivors. He/She will oversee activities with partner civil society organizations (CSOs) and report on them under the USAID Civil Society Strengthening Activity. The position requires coordination with the project's communication and resilience initiatives and reports to the Chief of Party. This position is contingent upon availability of funds granted through assignment of funds to the USAID Civil Society Strengthening Activity through USAID's GEEA Fund.
Essential Duties and ResponsibilitiesDevelop strategy and oversee timely implementation of GEEA Fund activities, in line with the Project's objectives and cross-cutting GESI priorities, as well as in close coordination with potential DR projects other funds recipients.In consultation and collaboration with partner CSOs, identify and delineate a target beneficiary group for GEEA Fund activities at the civil society level, as well as target communities that supported initiatives will serve, including geographic targeting and development of relevant indicators for tracking progress.With reference to Pact's successful programs and tools, engage with and develop strategy to support a civil society network(s) and women-led businesses to empower greater economic decision making among women in target communities, with a focus on digital literacy and digital finance.In coordination with the potential DR projects other funds recipients, develop and carry out an integrated strategy for GBV prevention and response within the interest areas of the two activities.Facilitate consultations with key groups, stakeholders, and civil society actors to ensure interventions are culturally relevant and context specific.Serve as primary Project liaison on GEEA activities with local partners, civil society networks, businesses, private sector partners, government, academia and other stakeholders.Provide technical content, progress updates, and results for annual work planning, periods of pause and reflection, technical and financial reporting, programmatic presentations, and other deliverables.Where applicable, align technical approach with GESI-focused program documents at the Project and global levels, including the Gender and Inclusive Development Analysis (GIDA), Gender and Inclusive Development Action Plan (GIDAP), and the Inclusive Development Strategy (IDS).All other duties as assigned.Education and Experience:Master's degree and 6+ years relevant experience or equivalent combination of education and experience.
Additional Qualifications:At least 5 years of experience working on programs addressing women's economic empowerment, especially in the context of GBV, enterprise development, livelihood or employment creation, women's rights, and other related fields.Experience working with civil society organizations (CSOs), community-based organizations (CBOs) and other local stakeholders addressing GBV and women's economic empowerment.Strong understanding of and experience working in the Dominican context, especially with vulnerable and highly stigmatized populations.Experience with digital finance programming, and knowledge of digital security.Excellent program management skills, including proven time management, work planning and prioritization skills.Experience asserting technical expertise and evidence-based strategic approaches in collaboration with colleagues, partners, and other stakeholders.Excellent communication skills, including written and verbal.Ability to work with cross-functional teams, including across projects and departments.A proven ability to liaise with diverse stakeholders and partners, including civil society, international organizations, businesses and coalitions, donors.Fluency in Spanish.Preferred Qualifications:Working proficiency of Creole and English preferred.Dominican nationals and residents encouraged to apply.Experience with democracy, human rights, and governance (DRG) programs.
