DescriptionReporting to the Senior Human Resources Manager in Chile with a dotted line to the Head of Recruiting based in the USA, the Recruiter is responsible for supporting recruitment and talent acquisition strategies and activities to successfully attract, cultivate, and recruit top talent for AURA NSF funded Centers operating in Chile (e.g., Central Administrative Services (CAS), NOIRLab, and Rubin Construction). This includes successful oversight of full lifecycle (end to end) recruiting and compliance processes for the Recruiter active book of business.
Essential Functions: Responsible for the full lifecycle of recruiting process for a variety of roles; administrative (CAS; finance, etc.), hard-to-fill (scientific, engineering; mechanical, software, optical, etc.), other astronomical roles, and direct sourcing efforts; and supervisory-management.Responsible for the recruitment strategy for assigned talent acquisition recruitments and working closely with hiring managers, hiring committees and other HR staff.Initiates and leads client conversation with Hiring Manager (HM) and partners to define role requirements, recruitment strategy (posting, sourcing, talent identification, etc.) and defining the end-to-end selection process, including interview details.Responsible and conducts all end-to-end recruitment talent acquisition activities including candidate contact, qualification pre-screening, candidate interview evaluation, interview scheduling and follow-up, hiring committee oversight, candidate cultivation, marketing overall compensation and benefit offerings (US, Expat, and Chile based benefit programs), employment offer approvals, background/reference checks, and assists with the onboarding with HR partners.Provides an exceptional HM and candidate experience throughout the recruiting process and utilizes a variety of contemporary networking, research-sourcing, and cold call techniques to engage passive candidates for current and future job opportunities.Develops and drives creative recruiting strategies (social networking, digital media, cold calling, blogging, etc.) to build candidate pipelines.Leverages technology and systems in all phases of the candidate experience; HRIS and Applicant Tracking System (ATS) for contact candidate management, interview activity, reporting, compliance, offer letters, and for all onboarding experiences.As an HR Recruitment Ambassador in Chile, develop and continuously communicate AURA's employer value proposition to all appropriate stakeholders, e.g., pipeline prospects, candidates, hiring managers, leaders, universities, employees, and scientific communities.If needed, represents AURA at a variety of local job fairs, conferences, professional association, diversity, and other key community networking events.Actively partners with AURA Centers (NOIRLab, Rubin Construction) and corporate functions (CAS, AURA O) to deliver an integrated approach to recruitment, outreach, pipeline management, and candidate branding efforts.Under the direction of Head of Recruitment, may assist in AURA's university relations and outreach engagement.Partners with Head of Recruitment and Senior Recruiter to deliver recruiting updates (All Weekly, Key Dashboards, other key Service Metrics, e.g., service, time to fill, turnover, cost per hire, projections, forecasting, etc.); as well as documenting all active recruitments (daily, weekly) on JIRA Recruitment Board.Partners with Head of Recruitment to monitor industry employment trends in Chile and the broader South American market.Directly partners with Head of Recruitment and engages with HR Managers/Generalists and Hiring Managers to successfully build diverse applicant pools and support diversity initiatives; as well as engaging with HR Business Operations Manager and support team on employee onboarding activities.Ensures integrity and compliance with policies and procedures through the entire recruitment process.All AURA employees are responsible for the proper management and control of all AURA property within their work area, whether assigned to them or someone else. This responsibility includes reporting any known missing, stolen, or non-working property in their work area to their supervisor or the AURA Property Officer.Responsible for ensuring compliance with government award terms and conditions assigned to this position or subordinates of this position as defined in the Vela Award Management system, https://cas.aura-astronomy.org/Awards.Other Functions: Other duties as assigned.Required Education/Experience/Skills/Abilities: Bachelor's degree in business, Human Resources (HR), or another field of study.4 years of related experience in direct recruitment talent acquisition (full lifecycle) in scientific, engineering, technical or other complex industries (i.e., medical-health sciences, research, academia, government contracting, mining, construction, etc.); with 1+ years in recruitment research direct candidate sourcing, identification, and candidate development and placement.Successful work experience in Recruitment-Talent Acquisition Services, HR, or Professional Services (i.e., management consulting, retained search or staffing agency experience).Experience and proficiency in utilizing social-digital recruiting tools (LinkedIn Recruiter) and a variety of technology -systems; Applicant Tracking Systems (UKG-UltiPro, Taleo), onboarding tools, interview platforms, and other business applications (Microsoft Office Suite), etc.Fluent in English and Spanish with excellent oral and written communication and people skills.Strong understanding of candidate development and cultivation to successfully "close" and fill job opportunities with the best candidates.Proficiency in interviewing candidates at all levels and developing assessment and evaluation tools (behavioral based interviewing, targeted selection, and competency-based selection tools, etc.) to successfully evaluate and recommend candidates for roles; with abilities to proactively collect candidate compensation requirements and presenting offers of employment.Tech savvy - strong understanding of various technology platforms.Ability to identify problems, multi-task, make decisions, create solutions, and act.Strong data-fluency; analytical acumen, ability to define, measure, and analyze; and implement and successfully manage recruitment strategies and processes.Adaptable, resilient, and confident to successfully collaborate with people from various cultures and areas of science and business.Extremely service-oriented, meticulous, proactive, and organized.Preferred Education/Experience/Skills/Abilities: Knowledge of International recruiting experience including Chile immigration process for work visas (O-1, H1, F1, etc.)Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
