The Operations and Logistics Officer is responsible for assisting the Finance and Operations Director in the management of operations, administration, and logistics. This includes planning and executing activities such as seminars, travel, and transportation to support project activities, as well as managing security, office, vehicles, and equipment repairs and maintenance. The officer will develop, maintain, and ensure consistent and complete files of documents generated throughout the process. They will ensure compliance with the Property Management Policy and maintain updated equipment inventory listings (e.g., cars, computers, printers), perform physical inventory taking, and provide timely support to queries from other project members and Pact HQ. The incumbent will ensure compliance with USAID, US Government rules and regulations, and Pact policies and procedures. This position coordinates various activities to ensure the daily operation of the Project is efficient and effective, and must provide excellent customer service.
Essential Duties and ResponsibilitiesSupports the Finance and Operations Director in managing operations, administration, and logistics, including planning and executing activities: seminars, travel, transportation, security, office, and equipment repairs and maintenance.Provides a wide range of complex and confidential administrative and project support to the Finance and Operations Director and the entire country team.Provides timely support to inquiries from other project members and Pact headquarters. Ensures compliance with USAID, US Government, and Pact policies and procedures. In coordination with the Finance Director, prepares and submits all operational reporting required by the donor and Pact.Ensures compliance with the Travel Policy, Property Management Policy, and maintains updated equipment inventory listings, performing physical inventory taking.Develops and executes strategies to improve operational efficiency.Maintains optimal inventory levels and ensures proper product rotation.Coordinates various activities to ensure efficient and effective day-to-day operations of the Project.Assists the Finance and Operations Director in managing all operations activities such as events, travel, transportation, logistics, office maintenance, inventories, and security.Supports the Finance and Operations Director in developing and updating policies and operating procedures, contributing to their compliance.Establishes and maintains a systematic control, calendar, and history of maintenance and repair of vehicles and other office equipment.Ensures compliance with general templates and forms, travel, logistics, and operations to improve departmental efficiency and effectiveness.Identifies and implements ways to enhance operational efficiency.Leads operations processes such as transportation, logistics, and office maintenance.Assists in planning and executing activities, seminars, and trips to support project activities.Travels to provinces or locations in Santo Domingo to provide logistical and administrative assistance as necessary for project events.Develops capacities for local partners.All other duties as assigned.This JD is subject to change.Bachelor's degree and 8 years of relevant experience or equivalent combination of education and experience.
Other local education and experience:Additional QualificationsRelevant logistics and operations experience.Work experience with USAID projects or NGOs.Working knowledge of USAID regulations and other US Government rules, procurement, contracts, compliance, cost principles, and policies and procedures.Ability to solve difficult problems and multitask, adapting to frequently changing priorities.Shows initiative and takes responsibility.Demonstrates logistical and administrative support skills.Exhibits adaptability and collaboration in challenging conditions.Good negotiation and conflict resolution skills.Ability to work independently and in a team, performing and prioritizing multiple tasks with high attention to detail.Ability to establish and sustain interpersonal and professional relationships with Pact staff.Ability to work quickly and accurately under time pressure and tight deadlines.Ability to work in an organized and structured manner.Preferred QualificationsExperience overseeing and coordinating with international field offices preferred.English and Creole preferred.Interested candidates should send their CV to ******.
