The Intermediate Result (IR) 3 Officer will be supporting the USAID-funded Civil Society Strengthening Activity (CSSA) in the Dominican Republic (DR), which aims to promote an enabling environment that supports effective citizen engagement on security issues, leading to an increased ability of at-risk communities to prevent crime and violence. Under the Technical Leader supervision, the IR 3 officer provides technical assistance on the IR 3 programmatic implementation, focused on the partnership strategy and the strengthening of legal and policy frameworks related to crime and violence prevention, through data-driven advocacy, multi-stakeholder coalition building, and community engagement.
He/She will be the immediate focal point, acting as a liaison between the project leadership and associated civil society actors. He/She will provide support to civil society actors to plan and lead strategic advocacy campaigns. He/She is the first line responsible for training local civil society organizations (CSOs), partners and staff; contributes to the strengthening of networks and coalitions of multiple stakeholders in the prioritized territories for their active involvement in citizen security issues, at the subnational and national levels, oriented to the collective realization of public advocacy activities to influence the advancement of citizen security policies at the subnational and national levels, paving the way for a crime and violence prevention transition towards comprehensive citizen security strategies aligned with democratic governance.
Essential Duties and ResponsibilitiesUnder the Technical Leader supervision, implement the activities related to IR 3, to strengthen the legal and policy frameworks that support the prevention of crime and violence, through effective citizen involvement in security problems and communities at risk.Contribute to the development of capacities aimed at supporting and strengthening multi-stakeholder networks and coalitions, with a focus on supporting legislative participation, evidence-based advocacy, and the creation of a common civil society agenda.Act as Pact's management focal point in the process of transitioning technical leadership to local partner organizations during and upon completion of the project.Collaborate closely with other project officials and technicians, and other consortium partners as appropriate.Comply with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each one and receiving the corresponding acknowledgment statement that the training was completed.All other duties as assigned.Education and Experience:Bachelor's degree and 5+ years of relevant experience or equivalent combination of education and experience in a relevant field including political science, government, public policy, law, or other relevant field.Experience in public policy, civic engagement, advocacy, citizen security, democratic governance, community mobilization, or other relevant programming in the DR, with preferred experience engaging organizations led by or serving marginalized groups (i.e., women, LGBTQI+ adults and youth, Dominicans of Haitian descent, Haitian and Venezuelan migrants, orphans, young victims of trafficking and smuggling, juvenile delinquents, and people with disabilities).Demonstrated experience in strengthening the technical capacities related to advocacy, democratic governance, and networking of civil society organizations with various maturity levels.Demonstrated flexibility, adaptability, and ability to perform and collaborate in complex and politically sensitive project environments.Additional Qualifications:Excellent facilitation, training, and mentoring skills in a variety of technical topics, with a particular emphasis on advocacy, democratic governance and networking.Experience implementing technical support and training through a variety of modalities, including synchronous and asynchronous online delivery.Ability to develop and maintain strong relationships with civil society partners and other strategic stakeholders in government and the private sector.Proven ability to set realistic priorities and plan for successful implementation of activities.Strong oral and written communication skills, including presentations and preparation of written reports.Excellent organization and good interpersonal relations.Ability to travel frequently to project sites within the country.Fluency in Spanish (oral, written and read).Intermediate command of English.Preferred Qualifications:Experience implementing programs funded by the Government of the United States in the Dominican Republic.Solid understanding of contemporary challenges and opportunities that faces the civil society sector.Interested send cv to ****** Nathalie Mahfoud Guerrero
