This position is located in the Staff Administration Unit, Human Resources Section of the Economic Commission for Latin America and the Caribbean. The Human Resources Assistant reports to the Human Resources Officer (Chief Staff Administration Unit). The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities Within delegated authority, the Human Resources Assistant will be responsible for performing the following duties of HR Partner for the Divisions assigned: ENTITLEMENTS: Reviews and processes requests for initial / extension of appointments, entitlements and claims; handles moderately complex cases independently, complex cases to be discussed with the supervisor. Advises and informs staff on HR procedures and the related entitlements. STAFF DEVELOPMENT AND CAREER SUPPORT TRAINING: Assists in the organization and conducts of training courses and workshops. Provides logistics and administrative support to trainers. GENERAL: Assists staff members with final separation arrangements. Serves as Secretary of the SPA Panel. Maintains effective and efficient communication with other sections within the Administration to coordinate actions. Collaborates with special projects such as salary surveys, housing surveys, and place to place surveys, as well as the Continuing Appointments reviews. Maintains automated database containing HR related statistics and prepares periodic reports, using Umoja (SAP). Prepares and compiles HR data and reports, as and when required. Undertakes research on a range of HR related issues and assists in the preparation of notes/reports. Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; sets up and maintains files/records (electronic and paper). Prepares formal written responses to queries concerning HR related matters. Trains and guides more junior colleagues. Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. Assists with visualizations and updating information material such as web pages or brochures. Performs other work-related duties as required. Education High school diploma or equivalent is required. NOTE: For positions in the General Service category, candidates are required to clearly indicate in their Applicant Profile (AP) relevant information confirming completion of High School. Job - Specific Qualification Relevant training or courses in Administration, Finance, Human Resources, or related area is desirable. Relevant training or certifications in the use of Microsoft Office 365 tools, such as Excel and Sharepoint is desirable. Relevant training certifications in the area of HR management is desirable. Relevant training or certifications in the use of ERP systems is desirable. Work Experience Seven (7) years of experience in human resources management, administrative services or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience administrating a broad range of entitlements and benefits using ERP systems such as SAP is desirable. Experience in data analysis or reporting on HR metrics is desirable. Experience within the United Nations Common System or other international organization is desirable. One (1) year or more of experience in data analytics or related area is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Spanish is required.
