The Grants and Contracts Manager will be responsible for the management and administration of the grants to achieve the project objectives, working with partner organizations at all levels. Also he/she will be accountable for the management of acquisitions and contracts for the planning and execution of activities. He/she will provide overall leadership and supervision for all aspects related to grants management for ensure compliance of implementing partners with the specifications and requirements of the grant. This will require close collaboration with Pact HQ to ensure compliance with Pact and the guidelines of Pact and the donor. Will carry out field visits to the offices of the implementing partners, as necessary. Essential Duties and Responsibilities He/she will provide overall leadership and supervision for all aspects related to Subaward/grant management to ensure compliance of implementing partners with the specifications and requirements of the Subaward. This will require close collaboration with Pact HQ to ensure compliance with Pact and the guidelines of the Pact Donor Develop.s, maintain, and ensure consistent and complete files of the documents generated by the entire Subaward/Grants process. Develop contract documents in accordance with the funder's requirements, using standard Pact templates and working closely with Pact HQ agreement management to implement quality Subawards/Grants. Manage the full cycle of grant management activities, from planning, to selection, pre-award evaluation, negotiation, site visits, supervision/compliance, possible modifications to the agreement, reallocation of savings identified, compensation that includes volunteering and the closing of said agreements. Ensure timely training of local partners and staff to understand, fully comply with the requirements of the donor. Develop training materials and conduct regular training with partners, to address the identified areas for improvement related to compliance and management of the agreement. Support the closing of agreements, including the preparation of the list of final inventories, verification label placement and property layout, etc. Maintain an updated inventory list of all partners and the proper identification. Prepare reports and deliverables related to grants, acquisitions and contracts, at the request of USAID, the headquarters, and the direction. Manage and document cost sharing of implementing partners. Provide follow-up and technical assistance to the partners, to ensure that they comply with the management of the agreement, are following regulations, policies, and requirements, as well as local laws. Constantly stay up to date on new regulations and updates from the donor and Pact policies, support the Director of Finance and Operations in establishing and update of grants manual, policies and procedures required in accordance with the guidance of the headquarters of Pact. Develop and update the policies and Pact's operating procedures and contribute to their compliance. Ensure the consistency and complexion of contracts and procurement files, including those called bidding, proposals, negotiations, evaluations, award documents, contracts, and related correspondence. Develop capacities for local partners. All other duties as assigned. JD is subject to change. Education and Experience: Bachelor's degree and 5+ years relevant experience or equivalent combination of education and experience, including 1 year of management experience. Or a master's and 3 years of experience. Other local education and experience: Bachelor and 5+ years' experience in a related field such as business administration, finance or accounting and financial management experience. Additional Qualifications: Proven experience in Grants, Subawards, and accounting and financial management, with USAID funds. Experience in risk assessment assessing the responsibility and suitability of organizations to receive subsidies through the financial statements, audits and other documentation presented in a proposal or as supporting material in an award. Experience drafting and managing performance-based secondary subawards. Knowledge of the rules and regulations of USAID and funding agencies in relation to sub-awarding, purchasing, compliance and cost principles. Professional command, both oral and written, of the Spanish language is required, as well as functional English language. Work experience in USAID or NGOs. Working knowledge of USAID regulations, and other US Government rules, procurement, contracts, compliance, cost principles, and Policies and procedures. Writing and oral presentation skills, including fluency in English. Ability to work independently. Demonstrate Logistical and administrative support skills. Adaptability and collaboration in challenging conditions. Good negotiation and conflict resolution skills in a creative and effective way. Ability to work independently and work in a team, to perform and prioritize multiple tasks, high attention to detail. Ability to work quickly and accurately under time pressure and tight deadlines. Ability to establish and sustain interpersonal and professional relationships with Pact staff, donor organizations, and peer organizations.
