DEVELOPMENT COORDINATION OFFICER, ECONOMIST The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an independent UN Resident Coordinator – the Representative of the UN Secretary-General and the highest-ranking official of the UN Development System at the country level – support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordination Office (RCO) in Santiago, Chile and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. Responsibilities PLANS, FACILITATES AND CONSOLIDATES EVIDENCE-BASED SDG ANALYSIS: Researches, analyzes, consolidates and presents SDG-related data, as well as information on emerging best practices in sustainable development, paying special attention to gender and capacity development, and proposes policy options to RCs/UNCTs. Identifies and analyzes issues that impact multiple SDGs and their targets and proposes 'accelerator interventions' that can help unlock and accelerate progress towards sustainable development across multiple areas. Facilitates localized SDG analysis and engagement with local stakeholders, enhancing private sector engagement and support for the implementation and monitoring of Local Voluntary National Reviews (VNRs). Assesses and highlights sustainable development trade-offs and risk factors and suggests appropriate measures to address them. Collects and analyzes data on UN country level operations in support of the implementation of the 2030 Agenda, identifies gaps and proposes follow-up actions. Researches, develops and presents policy papers and guidance notes to influence policy dialogue on achieving the SDGs. Coordinates the preparation of UN flagship reports and ensures the provision of evidence to build the case for policies and interventions on SDGs. Monitors regional and global economic trends and issues, analyzes their implications for the realization of the SDGs at the country level. PROVIDES SUBSTANTIVE ADVICE ON INNOVATIVE ECONOMIC AND SDG POLICIES: Guides substantive support to the RC/UNCT on SDG-related issues and evaluates potential trade-offs between SDGs. Identifies issues and proposes recommendations for optimizing UN country-level operations. Elicits, evaluates and consolidates policy options proposed by UNCT members, ensuring an integrated approach to policy advice. COORDINATES THE DEVELOPMENT OF NEW GENERATION OF SDG PROGRAMMES: Guides the development and implementation of the UN Cooperation Framework to support the implementation of the 2030 Agenda. Provides substantive support to programme formulation and revision throughout the UN Cooperation Framework cycle. Contributes to the UN joint programming process to strengthen the formulation of UN joint programmes aligned with the SDGs. Assists UN Cooperation Framework result groups in the implementation of joint workplans. Proposes recommendations to enhance UN support to governmental processes on SDG policy development. PLANS AND DIRECTS SDG KNOWLEDGE GENERATION AND MANAGEMENT: Plans and contributes to communities of practice and knowledge networks in sustainable development. Researches, analyzes and presents best practices and lessons learned from implementation of UNCT projects. Monitors and analyzes best practices implemented by the UN in country. Provides advice on global/corporate guidelines related to sustainable development policy. OTHER: Collects and analyzes data to identify trends or patterns and provide insights using data visualization methods. Ensures that requirements for data analysis are documented. Performs other relevant duties as assigned. Education Advanced university degree (Master's degree or equivalent) in economics, development studies, public policy, or public finance is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of programs in data analytics, business analytics, or data science is an added advantage. Work Experience A minimum of seven (7) years of progressively responsible experience in sustainable development policy, economic research and analysis in development cooperation or related area is required. Experience in supporting development financing in SDG financing is desirable. Two (2) years of experience in data analytics or related area is desirable. Languages Fluency in English and Spanish is required. Knowledge of another UN official language is an advantage. Assessment Evaluation of qualified candidates may include a substantive assessment, such as a written test, followed by a competency-based interview.
