DEVELOPMENT COORDINATION OFFICER, ECONOMIST The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an independent UN Resident Coordinator – the Representative of the UN Secretary-General and the highest-ranking official of the UN Development System at the country level – support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordination Office (RCO) in Santiago, Chile and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. Responsibilities Within delegated authority, the incumbent will be responsible for the following duties: PLANS, FACILITATES AND CONSOLIDATES EVIDENCE-BASED SDG ANALYSIS: Researches, analyzes, consolidates and presents SDG-related data, as well as information on emerging best practices in sustainable development, paying special attention to gender and capacity development, and proposes policy options to RCs/UNCTs; Identifies and analyzes issues impacting multiple SDGs and proposes 'accelerator interventions' that can help unlock and accelerate progress towards sustainable development; Facilitates localized SDG analysis and engagement with local stakeholders, enhancing private sector engagement and support for Local Voluntary National Reviews (VNRs). Assesses and highlights sustainable development trade-offs and risk factors, suggesting appropriate measures to address them; Collects and analyzes data on UN country level operations in support of the implementation of the 2030 Agenda, identifies gaps and proposes follow-up actions; Researches, develops and presents policy papers and guidance notes to influence policy dialogue on achieving the SDGs; Coordinates the preparation of UN flagship reports and ensures the provision of evidence to build the case for policies and interventions on SDGs; Monitors regional and global economic trends and issues, analyzing their implications for the realization of the SDGs at the country level. PROVIDES SUBSTANTIVE ADVICE ON INNOVATIVE ECONOMIC AND SDG POLICIES: Guides support to the RC/UNCT on SDG-related issues, including through Mainstreaming, Acceleration and Policy Support (MAPS); Identifies issues and proposes recommendations for optimizing UN country-level operations; Elicits, evaluates and consolidates policy options proposed by UNCT members. COORDINATES THE DEVELOPMENT OF NEW GENERATION OF SDG PROGRAMMES: Guides the development and implementation of the UN Cooperation Framework; Provides substantive support to program formulation and revision; Contributes to the formulation of a new generation of UN joint programmes aligned with the SDGs; Assists UN Cooperation Framework result groups in implementing joint workplans; Proposes recommendations to enhance UN support to governmental processes on SDG policy development. PLANS AND DIRECTS SDG KNOWLEDGE GENERATION AND MANAGEMENT: Plans and facilitates communities of practice and knowledge networks; Researches and presents best practices from UNCT projects; Monitors and analyzes best practices and suggests options for developing bankable national SDG investment policies; Provides advice on global guidelines and tools related to sustainable development policy. OTHER: Collects and analyzes data to identify trends and provide insights through data visualization methods; Ensures that requirements and background information used for data analysis are documented; Performs other relevant duties as assigned. Education Advanced university degree (Master's degree or equivalent) in economics, development studies, public policy, or public finance is required. A first-level university degree with two additional years of qualifying experience may be accepted. Work Experience A minimum of seven (7) years of progressively responsible experience in sustainable development policy, economic research, and analysis is required. Experience in supporting development financing in SDG financing is desirable. Languages Fluency in English and Spanish is required. Knowledge of another UN official language is an advantage.
